Commission

The Commission is composed of seven members appointed by the Court for three-year terms. Four Commissioners are Illinois lawyers, and the other three members are nonlawyers. The Commission has administrative responsibility for the registration and discipline of Illinois lawyers. The Commission acts as a board of directors for the disciplinary agency, setting general policy and overseeing its implementation. The Commission also makes Client Protection claim determinations.

Review Board

The Review Board is composed of nine lawyer members appointed by the Supreme Court to three-year terms. The Supreme Court designates one member of the Board as Chair. The Review Board considers appeals from the reports of the Hearing Board.

Hearing Board

The Hearing Board consists of lawyers and nonlawyers appointed by the Commission in a ratio of two lawyers to one nonlawyer. The Commission also appoints one lawyer member of the Board to serve as Chair of the entire Board. Appointments are for annual terms extending to the last day of February and until a successor is appointed. The Board sits in panels of three, with one of the lawyer members designated as Panel Chair. The panels preside over the hearing of disciplinary, disability, and reinstatement cases.

Inquiry Board

The Inquiry Board is composed of lawyers and nonlawyers appointed by the Commission to annual terms extending to the last day of February and until a successor is appointed. The Board acts in panels of three (two lawyers and one nonlawyer). The Inquiry Board considers investigations referred to it by the Administrator and determines whether there is sufficient evidence for the filing of a complaint charging misconduct or a petition alleging incapacity with the Hearing Board, or if the investigation should be dismissed or closed.

Oversight Committee

The Oversight Committee is comprised of lawyers appointed by the Commission to annual terms extending until last day of February and until a successor is appointed. The Oversight Committee members assist the Commission in conducting an internal quality review of a representative sample of investigative matters concluded by the Administrator without reference to the Inquiry Board.

Client Protection Review Panel

The Client Protection Review Panel is appointed by the Commission to annual terms extending to the last day of February and until a successor is appointed. The Review Panel is composed of a lawyer chair, a lawyer member, and a nonlawyer member. The panel considers requests for reconsideration of Commission decisions on Client Protection claims.
